Millions WILL SOON LOSE Medicaid Coverage
In March of 2020, as the COVID-19 pandemic was spreading across the United States, President Trump signed the Families First Coronavirus Response Act (FFCRA), providing states with significant additional federal funding in order to continue providing Medicaid coverage to individuals enrolled in the program until the end of the Public Health Emergency (also referred to as the “PHE”). However, the Consolidated Appropriations Act (CAA) of December 2022, amended the FFCRA to “de-link” the requirement of continuous Medicaid from the end of the PHE. Although the PHE is still in effect, the continuous Medicaid coverage requirement will end on March 31, 2023.
During what Centers for Medicare & Medicaid Services have called an “unwinding”, an estimated 15,000,000 Americans who have been able to remain covered despite being ineligible, will lose their Medicaid coverage. Specifically, on April 1st, 2023 states will begin the process of verifying eligibility and disenrolling those who no longer qualify.
While many will undoubtedly find a new plan during the resulting Special Election Period, many more may be surprised by their lack of coverage at their next doctor’s appointment. Most communication from Medicaid is sent via letter through the United States Postal Service. This creates a risk due to the fact that the response rate to this type of communication is notoriously bad, even in good times.
Requirements for Medicaid eligibility vary by state, but many will be expected to gather a variety of information, such as proof of employment, income or disability, along with other financial and health-related documentation, to maintain their coverage. Securing these documents is not always an easy task, particularly for the elderly, disabled, or other vulnerable populations. So, it is possible that many Americans will lose their coverage in the coming months.
